I think it’s a 3-bolt developmental metal color tube. You can see one of the screws in the picture, I believe the rest are obscured because of the angle. I didn’t notice at first but that appears to be a mask for a rectangular tube like a 17CP4 or something. You can tell because the corners don’t match the contours of the envelope lol.
